This Time is Different (?): Telecommunications Unbundling and Lessons for Railroad Regulation

چکیده

Lack of competition in some rail markets has led to calls to force rail carriers to open their networks to competitors at regulated prices. Such rail “unbundling” is intended to reduce rates by facilitating competition when the underlying economics of the network makes facilities entry infeasible. These proposals mirror arguments made in support of telephony network element unbundling under the Telecommunications Act of 1996. We examine the unbundling experience in the telecom industry to draw lessons for similar proposals in the rail industry, and we suggest network unbundling is highly unlikely to achieve its objectives today for many of the same reasons it largely failed in the past.

The Unbundling of Network Elements

With the advent of the Internet, the emphasis of communication policies has moved from the regulation of telephone networks to the unbundling regulation to enforce sharing of network elements. Since unbundling is often impeded by the renegotiation by incumbents over the control of essential facilities, it would be advisable to separate the company that owns local loop (LoopCo). Recently the num...

A population-based algorithm for the railroad blocking problem

Railroad blocking problem (RBP) is one of the problems that need an important decision in freight railroads. The objective of solving this problem is to minimize the costs of delivering all commodities by deciding which inter-terminal blocks to build and by specifying the assignment of commodities to these blocks, while observing limits on the number and cumulative volume of the blocks assemble...

Pricing Capital under Mandatory Unbundling and Facilities Sharing

The regulation of telecommunications, railroads, and other network industries has been based on mandatory unbundling and facilities sharing – entrants have the option to lease part or all of incumbents’ facilities if and when they desire, at rates determined by regulators. This flexibility is of great value to entrants, but because investments are largely irreversible, it is costly to supply by...

Local loop unbundling in the UK does not affect broadband penetration— but it does lead to better service

311 Under an open access policy, incumbent broadband providers in all EU countries are required to let new market entrants access their networks through bitstream or local loop unbundling (LLU). This type of regulatory provision aims to increase competition among all broadband providers, and is strongly recommended in markets where the prohibitively high cost of setting up a distribution networ...

Unbundling the Access Network: Technical Issues and Architectures to Boost Open Competition for Telecommunications Services

Unbundling consists in the possibility for a new operator of having special access to the incumbent’s network infrastructure, in order to provide value-added services without the necessity to duplicate the infrastructure itself. Access network unbundling has received most attention in Europe. Most European operators are interested mainly in the physical access to copper loop, which gives the op...
